I’m From Rice Toner is one of the most talked-about Korean toners in the world, and almost every listing you will read repeats the same number about it — 77.78% rice extract. We checked the official Korean ingredient filing, and that number is wrong by a factor of one hundred.

This page publishes the actual legal ingredient list, explains what genuinely does the work in this bottle, and makes the case that it is still worth buying.

What I’m From Rice Toner Is

I’m From Rice Toner is a 150 ml hydrating toner built around rice extract, niacinamide and adenosine. It is aimed at dullness, dryness and uneven tone, and it is the product most responsible for the “glass skin” conversation of the last few years.

It is a dual-functional cosmetic under Korean MFDS rules — officially certified for both brightening and wrinkle improvement. That is a regulatory designation, not a marketing line, and very few toners carry it.

I'm From Rice Toner 150ml — 150 ml — a certified dual-functional Korean toner

The 77.78% Claim — Setting the Record Straight

Search for this toner anywhere and you will read that it contains 77.78% rice extract. It appears on international retail listings, on the brand’s own overseas marketplace titles, and in hundreds of reviews.

The official Korean product filing on imfrom.co.kr states the concentration precisely:

쌀추출물 (Rice Extract) — 7,778 ppm

Parts per million. 7,778 ppm is 0.78%. Not 77.78%. Somewhere in translation the decimal moved two places, and the wrong figure has been repeated ever since.

You can also see it in the ingredient order, which is the check anyone can do. INCI lists run by weight. Rice extract sits eighth — after water, methylpropanediol, triethylhexanoin, hydrogenated poly(C6-14 olefin), 1,2-hexanediol, niacinamide and pentylene glycol. An ingredient making up three-quarters of a formula cannot sit eighth.

There is also rice bran extract at 50 ppm — 0.005% — further down.

We are not accusing the brand of anything. The Korean filing is accurate, public and precise; the error lives in overseas translation and retail copy. But we publish what the legal filing says, including when it deflates a number that helps sell the product.

So What Actually Does the Work?

This is the more useful question, and the answer is on the same filing.

Niacinamide sits sixth — above the rice extract. Niacinamide is one of the best-evidenced ingredients in skincare: it supports barrier lipid production, reduces the transfer of melanin to surface skin cells, and helps with uneven tone and visible pores. It is the officially registered brightening active in this product.

Adenosine is the registered wrinkle-improvement active. It is a nucleoside used at low percentages, and it is one of only a handful of ingredients Korea permits as a certified anti-wrinkle functional.

So I’m From Rice Toner works. It just works because of niacinamide and adenosine, with rice as a supporting extract — not because it is three-quarters rice juice.

If anything, that is reassuring. Niacinamide and adenosine have far more clinical evidence behind them than rice extract does.

Officially Certified Dual-Functional

Korean cosmetics law separates ordinary products from 기능성 화장품 — functional cosmetics — which must have their claims reviewed and their active concentrations verified by the Ministry of Food and Drug Safety.

I’m From Rice Toner is registered as dual-functional: brightening and wrinkle improvement. That means a regulator has looked at the actives and agreed the product may make both claims.

This matters more than any percentage on a box. Plenty of toners claim brightening. Very few have had that claim reviewed by a government agency before it went on the label.

The Rice Is Still Doing Something

0.78% is not nothing, and the sourcing here is more considered than most.

The rice is Goami, a Korean cultivar bred for higher fibre content. The brand uses hot water extraction — brewing at 90°C for 60 minutes — which they describe as pulling out the soluble actives much like steeping tea.

Rice extract carries amino acids, vitamin B group compounds and starch fractions with mild soothing and hydrating activity. At 0.78% it is a genuine supporting ingredient. It is simply not the engine.

Two more botanicals sit alongside it: purslane extract (쇠비름), long used for soothing, and Ulmus davidiana root extract, a traditional Korean calming ingredient. Plus amaranth seed extract.

Reading the Rest of the Formula

The unusual part of I’m From Rice Toner is what sits in positions two through five, because it is not what you expect in a toner.

Methylpropanediol is a humectant and penetration enhancer. Triethylhexanoin and hydrogenated poly(C6-14 olefin) are emollients — light, non-greasy esters more common in serums than toners.

That is why this product does not behave like a watery toner. It has a genuine emollient load, which is where the slightly cushiony feel comes from and why many people skip a separate essence when using it.

Hydrogenated lecithin and polyglyceryl-10 myristate keep the oils and water together. Cellulose gum adds slip. Caprylyl glycol, 1,2-hexanediol and ethylhexylglycerin handle preservation — note there is no traditional preservative and no added fragrance.

Why We Still Recommend I’m From Rice Toner

Having just deflated its most famous claim, it would be strange not to explain why this is still on our shelf.

It is a fragrance-free, government-certified dual-functional toner with niacinamide high on the list, adenosine, an emollient load that lets it double as a light essence, and three soothing botanicals. Manufactured by Kolmar Korea, one of the largest and most reputable cosmetic manufacturers in the world.

That is a good product by any measure. The marketing number was wrong; the formula was never the problem.

What changes is why you buy it. Buy I’m From Rice Toner because you want a well-made niacinamide toner with a comfortable finish — not because you believe you are buying a bottle of rice water.

How to Check a ppm Claim Yourself

This is the most useful thing on this page, because it applies to every product you will ever buy.

ppm means parts per million. To convert to a percentage, divide by 10,000. So 7,778 ppm is 0.78%. 400,000 ppm is 40%. 50 ppm is 0.005%. Brands quote ppm precisely because a big-looking number reads better than a small percentage.

Then check the ingredient order. INCI lists run by weight down to 1%. If a brand claims an ingredient is 20% of a formula but it sits tenth on the list behind three preservatives, the claim and the list cannot both be true.

Applying both tests to I’m From Rice Toner takes about ten seconds and tells you more than any review will. We would rather teach you the check than ask you to trust us.

The Glass Skin Question

I’m From Rice Toner is bound up with the glass-skin idea, so it is worth saying what is achievable.

Glass skin describes a smooth, evenly hydrated, light-reflecting surface. It comes from three things: consistent hydration, a barrier that is not compromised, and even tone. It is not a product — it is a state, and mostly a function of consistency.

A well-formulated hydrating toner with niacinamide genuinely contributes to all three. What it cannot do is deliver that finish on its own, or overcome dehydration, daily sun exposure or a stripped barrier.

The people who get there are the ones who use a hydrating step every day for months and wear sunscreen. The toner helps. The habit does the work.

Is I’m From Rice Toner Worth It?

A 150 ml bottle used twice daily lasts roughly two to three months, longer if you pat rather than soak cotton pads.

The fair comparison is against other certified-functional Korean toners, not against a basic hydrating toner. On that comparison it sits well: niacinamide high on the list, adenosine, no fragrance, Kolmar manufacture, and an emollient load that can save you an essence step.

If you are buying it for the rice, buy something else. If you are buying a well-made niacinamide toner that happens to have rice in it, this is a good one.

Texture, and Why It Feels Different

Most toners feel like water. I’m From Rice Toner does not — it has a slight viscosity and a cushiony, faintly milky slip, which comes from the emollients and the lecithin.

People either love this or find it too much on top of an already oily face in humid weather. Both reactions are reasonable. In Dhaka’s humid months, one light layer patted in is plenty; save the cotton-pad-soaking method for the dry season.

Texture of the I'm From Rice Toner — Slightly viscous — closer to a light essence than a watery toner

Three Ways People Waste This Toner

Not shaking the bottle. I’m From Rice Toner carries an emollient phase that settles. The brand’s very first instruction is to shake, and skipping it means the first half of the bottle is thinner than intended and the last half heavier.
Soaking cotton pads in humid weather. Seven-skin methods came from dry climates. In Dhaka’s humid months that much product on oily skin sits on the surface and pills under sunscreen. Pat one light layer instead.
Expecting it to replace a serum. The niacinamide and adenosine here are real but at toner concentrations. If pigmentation or lines are your main concern, this is the hydration layer underneath the treatment, not the treatment.

A Note on Sizes and Versions

I’m From sell the Rice Toner in a 150 ml bottle, and they also make a separate Rice Toner Pad and a Rice Cream. These are different products with different formulas, and ingredient lists circulating online are frequently attached to the wrong one.

The ingredient list published above is specifically the 150 ml liquid Rice Toner, taken from the brand’s own Korean filing. If you compare it against a list you find elsewhere and it does not match, check which product that list actually describes before assuming either is wrong.

Who I’m From Rice Toner Suits

Good for dry, dehydrated and normal skin. Good for dullness and uneven tone, thanks to the niacinamide. Good for anyone who wants to simplify — the emollient load means it can replace a separate essence step. Good for sensitive skin: fragrance-free, essential-oil-free, with three soothing botanicals and a completed skin irritation test.

Less suitable if you are very oily and dislike a cushiony finish. Not a treatment product — if you want strong pigmentation correction, pair it with a dedicated serum like our Minimalist Alpha Arbutin 2%.

Compare it against the rest of our toners and essences.

How to Use I’m From Rice Toner

Shake the bottle before use — the brand specifies this, because the emollient phase can settle.
After cleansing, take an appropriate amount.
Either wipe gently with a cotton pad, or pat into the skin with your hands. Both are in the official directions.
Follow with serum, then moisturiser, then sunscreen in the morning.
For extra hydration on dry days, soak cotton pads and leave them on dry areas for a few minutes.

Layering It Into a Routine

I’m From Rice Toner sits immediately after cleansing and before everything else. A few notes on combinations.

With vitamin C: no conflict. Toner first, then the serum.

With exfoliating acids: use the acid after the toner, not before. This is a hydrating step, not a prep-for-acid step.

With retinol: works well — the emollient content helps buffer. Toner, then retinol, then moisturiser.

Niacinamide elsewhere in your routine: perfectly fine. The old warning about niacinamide and vitamin C conflicting has been widely debunked.

What to Expect from I’m From Rice Toner

Timeframe	What you should notice
First use	Skin feels cushioned rather than tight after cleansing; slight slip
Week 1–2	Better hydration through the day; makeup sits more smoothly
Week 4–8	Niacinamide territory — dullness lifts, tone reads more even
Month 3+	Gradual improvement in texture and pore appearance

Two honest caveats. This is a toner, and a toner cannot out-perform a treatment serum on pigmentation or lines — the certified functional actives are present but at toner-level concentrations. And nothing here works without daily sunscreen.

Who Makes It

Worth knowing, because manufacturing quality is invisible on a label.

The official filing names Kolmar Korea as the manufacturer, with Lab & Company as the responsible distributor, and country of manufacture as South Korea. Kolmar is one of the largest cosmetic ODM manufacturers globally and produces for many well-known brands.

The filing also records a completed primary skin irritation test at the Korea Institute of Dermatological Sciences across 32 subjects, and a shelf life of 36 months from manufacture.

Storing I’m From Rice Toner

Keep the bottle closed, away from direct sunlight and heat. Shake before each use. Follow the printed expiry and the period-after-opening symbol on the carton.

Because there is no traditional preservative system — preservation comes from 1,2-hexanediol, caprylyl glycol and ethylhexylglycerin — avoid contaminating the bottle. Pour onto a cotton pad or into your palm rather than touching the opening.
